Digging though the first three cards of your library and determining their draw order is pure card advantage. Like Sol Ring, this card belongs in every deck. However, Top comes with a price tag and there might be other cards to prioritize before buying or trading for it.
It is nearly always to your advantage to cast spells at the last possible moment. By doing this you are giving your opponents less opportunities to react to what you are doing. Like Top, it comes with a price and may need to wait until later in your deck build to add it in.
Tutors should be auto includes in most decks. Being a singleton format and the ability to go find the card you need is critical to setting up your board state. Gamble might the only exception to including it all decks unless your deck has graveyard shenanigans.
